What does "premium light spirit" mean?

KEEL Vodka is not just another vodka. By legal definition, the government doesn't consider anything under 40% alcohol by volume (ABV) to be vodka.
Since KEEL is the first premium light vodka clocking in at 23.8% ABV, it's not recognized by the government as a vodka (yet). We had to call it something else.
